Go-Ahead appoint pubs man | Stock Market Wire

The bus and train company, Go-Ahead, has appointed Keith Down, formally Finance Director of pub group, JD Wetherspoon plc, as its new Group Finance Director.

He replaces Nick Swift who is leaving to join British Airways as Chief Financial Officer.

Mr Down said he was delighted to be joining Go-Ahead and added: "Go-Ahead is one of Britain's busiest and best run transport businesses. It has brought innovation to the industry and consistently delivered for shareholders - even when the wider economy has had a number of economic challenges."

London Housing Market News: High end sales 'will not be affected by stamp duty rise'

High end property sales and rentals are not likely to be impacted by tax increases, research from Investec Specialist Private Bank has suggested.

The rise in stamp duty from four per cent to five per cent on properties worth more than £1 million comes into effect on April 6th this year, but the bank's study reveals 52 per cent of investors believe this will not dent prices.

Some 45 per cent of London property development organisations, such as estate agents and mortgage brokers, feel the rise may result in slight falls in house prices, but no one foresees sharp drops as a result of the tax hike.

Jacks Jones of Investec commented: "The high end property market appears to be quite robust to adverse changes in tax."

This is because overseas and domestic buyers are still pursuing residential property investments in London and other parts of the UK.

"The sector is very different to any other residential property market, and this is demonstrated in its recent strong show of resilience. Sales are still strong and demand for million pound plus properties although down, remains high," Mr Jones added.

Zolfo Cooper Predictions for the Leisure Industry For 2011

Corporate advisory firm Zolfo Cooper’s bi-annual Leisure Wallet report, which combines analysis of the spending habits of more than 3,000 consumers carried out in November, found signifcant falls in leisure spend across vitually all sectors.

“Most leisure sector operators anticipate significant challenges in 2011 with the clear risk that consumer demand will fall further as the combination of the VAT increase, cost inflation and the government austerity measures starts to bite,” said Paul Hemming, leisure sector lead partner at Zolfo Cooper.

“The impact is expected to be felt very differently across the regions, with the South East — and London in particular — offering good growth opportunities as interest in the capital builds in the lead up to the Olympics. We therefore expect operators with a strong London or South East presence to be key targets for M&A activity in 2011.

“Outside the South East the picture is less clear. As demand weakens, relevant, well run operations will take market share and, if suitably funded, will have the opportunity to expand through acquisition.”

Hemming added: “For many, leisure remains a high-risk sector, but plenty will be keen to identify the niche growth opportunities and we therefore expect private equity and international investors to be active bidders in all situations in 2011.

“The restaurant market with its range of new concepts and roll-out brands will, in our view, be the most active market in 2011, with deal potential across the spectrum from early-stage investing through to stock market listings.”

A NATIONAL pub chain says it has not called time on developing an eyesore former Musselburgh bingo hall – despite no work taking place since planning permission was granted more than three years ago.

In late 2007, J.D. Wetherspoon was given the green light by East Lothian councillors to transform the former Hayweights bingo site on Bridge Street into a £1.8m pub – but still no work on-site has started.

The ‘no-frills’ pub chain had pledged to breathe fresh life into the disused 350 sq metre bingo hall by creating a massive real ale, wine and food bar, with up to 40 new jobs created.

But a spokesman for the pub chain said this week: “Right now we have no date for work starting on site or an opening date.”

He did, however, say the company was committed to the redevelopment.

“There really is no rhyme or reason to the delay,” he said.

“We develop numerous pubs every year and some take longer than others.We want to see it developed, though, and it will be developed.

A minimum price level for alcohol sold in shops and bars in England and Wales could be introduced for the first time. Will these measures make any difference to the drinking culture?

Researchers at Sheffield University estimate raising the price of alcohol to a minimum of 50p per unit will cut deaths and cases of chronic illness but the Home Office is proposing to set the lowest minimum price of about 21p per unit of beer and 28p per unit of spirits.

Last year the Scottish Parliament rejected plans for a minimum price per unit of alcohol, while campaigners say the plans will have little impact on cut-price supermarket deals and will not cut binge drinking.

Should the government set the price of alcohol? Do these proposals go far enough or will the price rise simply penalise responsible drinkers? Is excessive drinking a result of low prices?

An auction is a sale which takes place, usually in public, when a property is sold to the highest bidder, provided the amount of money offered exceeds the reserve price. The sale process by auction is immediate, with exchange of contracts being achieved on the "fall of the hammer". A reserve price is the lowest price the vendor is prepared to accept and the property will not be sold unless a higher bid is received. 

In most cases, a guide price is also available from the auctioneer.In the case of disposing of a property, auctioneers usually require a catalogue entry fee for each property that is included in an auction which can vary between £1,000 to £1,500 (exclusive) and is payable regardless of whether a sale is achieved. In addition, on completion, a further fee is payable to the auctioneer which usually ranges from between 1.25% to 1.5%, (exclusive) of the sale price. This also excludes legal fees, which the vendor is required to pay. 

Not all properties are suitable for a sale by auction because there are different types of purchasers operating in the auction market compared to normal private treaty sales. Each property therefore needs to be considered individually to ascertain whether this method of sale is the most appropriate.

The Royal Institution of Chartered Surveyors is currently preparing a document known as "Common Conditions of Sale" in order to simplify the auction process, and also make auction contracts easier to understand.

In particular, when it comes to serving beer, the BBPA has long called for the introduction of the two-thirds of a pint measure, which is to be given the go-ahead in the changes.

Royal Wedding Licensing Hours Relaxed

The BBC has reported that pubs in England and Wales will be allowed to stay open longer for the royal wedding, ministers are expected to announce.

Landlords will be able to extend their opening hours up to 0100 BST across two nights without needing permission from local licensing authorities.

Prince William and Kate Middleton are due to get married at Westminster Abbey on Friday 29 April.

Their marriage will be marked with a public holiday across the UK.

Brigid Simmonds, chief executive of the British Beer & Pub Association, said: "This is great news, and it is really good to see the government recognising that this is a brilliant opportunity for us all to get together in the pub, to celebrate a great national event.

"With state-of-the art TV, great food and hospitality, pubs will be right at the heart of the royal wedding celebrations, and are the perfect place to enjoy the day."

Licensed property news: London's nightlife sector 'shows better sales and turnover'

Landlords who are renting a pub in London may be interested to hear that the city's bars, clubs and restaurants are enjoying improved sales and turnover, despite freezing conditions and the aftermath of the recession.

A survey of licensed properties for sale, rent & lease in the Square Mile by the London Chamber of Commerce and Industry revealed that nearly half (48 per cent) of managers said 2010 has seen better Christmas trading than last year, while 32 per cent said they could not see any difference between the two years.

Some 56 per cent reported more profitability in their business compared with 2009, while half said their turnover was up and 60 per cent revealed their sales had increased from 12 months ago.

Colin Stanbridge, chief executive of the representative organisation, commented: "Last year saw London's leisure and hospitality sector bounce back from the recession so it is particularly heartening to find that 2010 has been even better still.

"It is not only landlords that have reason to be happy though, our survey results show that City professionals again have money to spend as London's vital services industry continues its resurgence."

Licensed property news: RICS publishes new pub rental valuation guide

Prospective landlords thinking of renting a pub may be interested to hear that the Royal Institute of Chartered Surveyors (RICS) has published guidance on rental valuations.

Drafted by a number of industry experts, the guidance comes as a response to MPs on the Business, Innovations and Skills Committee calling for a clarification of rent assessment processes.

While the advice is not legally binding, RICS suggests that if surveyors are sued for negligence, courts may take note if the defendant did not follow the guidance.

"In the opinion of RICS, members conforming to the practices recommended in this guidance note should have at least a partial defence to an allegation of negligence by virtue of having followed those practices," the organisation said.

"However, members have the responsibility of deciding when it is inappropriate to follow the guidance. If it is followed in an inappropriate case, the member will not be exonerated merely because the recommendations were found in an RICS guidance note."

Licensed property news: Pub industry calls for delay in VAT rise

Pub companies have called for a delay to the increase in value-added tax (VAT) following December's wintry weather, which has affected sales.

The British Beer & Pub Association (BBPA) has written to pubs minister Bob Neill with the request, echoing a call from the British Fashion Council's Harold Tillman to set the higher-rate VAT implementation date further back.

BBPA chief executive Brigid Simmonds commented: "The run up to Christmas is normally one of the busiest times for pubs as people from all walks of life meet in pubs to celebrate the festive season.

"The very cold snap over the last few weeks has had a considerable adverse effect on pubs as parties have been cancelled and people struggle to travel. If there was any consideration by ministers that the VAT increase should be postponed, it would provide considerable help to the industry."

The VAT hike was announced by chancellor George Osborne earlier this year and is set to come into effect on January 4th 2011.

The new 20% VAT rate will hit the beer and pub industry hard, and at a time when the UK Pub industry is already on its knees. The British Beer & Pub Association said today’s increase will add a further 6p to the price of a pint of beer, pushing the average cost through the £3 mark for the first time.

The organisation said supermarkets would be better placed to absorb the impact of the VAT increase, which is intended to raise an extra £13 billion in revenue for the government.

BBPA chief executive Brigid Simmonds said: “The VAT rise is another tax blow for the industry. The Treasury is piling tax on top of tax.

“The 26% rise in beer duty in the past two years will now have an even higher VAT rate charged on top of it. The Treasury needs to think again when it comes to plans for further beer tax hikes in March.

“The Government has recognised that tax increases harm pubs, and wants policies that don’t damage the sector. Now is the time to translate this wish into action, with policies that keep pubs open, and create jobs and wealth in the UK economy.”

Some retailers have pledged to keep prices at original levels to help cash-strapped customers. A poll by the British Retail Consortium found that 80% of retailers believe the VAT increase will hit sales this year.

12 Months ago the Department for Culture, Media & Sport (DCMS) launched a consultation to exempt small live music events from the bureaucracy of the Licensing Act. UK Music are seeking to remind the coalition Government of the outcomes of the original consultation.

Commenting on the findings of the original consultation, Feargal Sharkey, CEO of UK Music said:

“While delighted that an overwhelming number of respondents wanted small venues to be exempt from the red tape of the Licensing Act, there is immense frustration that we are still waiting for the Coalition to deliver on their promises.

“Live music is part of this country’s DNA. It stitches communities together. And, particularly in the current economic climate, it remains a vital part of the livelihood of musicians, pubs, clubs, bars and a host of other businesses.

“Thanks to the tireless efforts of Lord Clement-Jones, there is a Private Members Bill in motion that could remove this barrier to progress. However, the Licensing Minister has the power to meet his stated commitment within 40 days. I hope he can take the overwhelming message of this belated consultation onboard: give power back to local communities, liberate small scale live music and take it out of the Licensing Act.”

The Licensing Act is hurting small scale live music is beyond doubt. This has been the conclusion of eight previous consultations, two Government research projects, two national review processes and a Parliamentary Select Committee.

An exemption for small premises would not only help young emerging artists and jobbing musicians, but also the livelihood of pubs, clubs, bars and village halls.⁵

The Coalition Government’s Manifesto, published in May 2010, included a commitment to “cut red tape to encourage the performance of more live music”.

UK Pub Jobs Hit By VAT Increase

The VAT increase which came into force today will lead to the typical cost of a pint of beer in a pub breaking through the £3 barrier for the first time, said The British Beer & Pub Association

The increase in VAT to 20 per cent would add a further 6p to the cost of a pint of beer, on top of the 26 per cent rise in beer tax seen during the past two years.

It warned that the "double whammy" of the increase to duty and VAT was placing "shackles" on the pub and hospitality sector, and it urged the Government to abandon plans for further beer tax increases.

The warning comes as nervous retailers promise to absorb or delay today's 2.5 per cent VAT hike but admit they can only defer higher prices for so long.

The BBPA said the tax increase would hit pubs, in which beer is the key seller, more than other retailers, as many are small, family-run businesses, which are less able to absorb the cost than big supermarkets.

Research carried out for the group by Oxford Economics suggests that the VAT increase will lead to the loss of around 8,800 jobs related to the sale of beer.

Licensed property news: Christmas Day 'will see busy pubs'

Pub companies renting a pub could see food sales rise on Christmas Day with more families opting for a meal out rather than slaving away over a turkey at home.

According to the Financial Times, Whitbread figures show Christmas Day covers rose by 13.5 per cent between 2008 and 2009, compared with a 6.2 per cent increase in meals throughout the rest of the year.

Harvester and Crown Carvaries parent company Mitchells & Butlers announced it expects to generate more money on December 25th than on any other day of the year, the newspaper reports.

Adam Fowle, chief executive of the pub company, told the paper that not all patrons will opt for turkey when they head out.
